ha_neutron_virtual_router test use external file which is actually removed from server

def ha_neutron_virtual_router test call def check_virtual_router, which trying to download file from DOWNLOAD_LINK.

DOWNLOAD_LINK = os.environ.get(
    'DOWNLOAD_LINK', 'http://releases.ubuntu.com/14.04.2/'
                     'ubuntu-14.04.2-desktop-amd64.iso')

Actually this file was removed from server.
