The Ubuntu mascot refers to a jpeg file but a png file is in the package ubuntu-docs:

That's just temporarily, and will be fixed when the language- pack-gnome- XX-base packages have been built and installed. Right now it works for American English only - you can test by opening ubuntu-help this way from a terminal window:
