Bug Description
When you want to use reduced-footprint with partition preservation, flow is different than normal.
1) fuel node --node 1 --disk --download
2) edit disk.yaml (set keep_data to true)
3) fuel node --node 1 --disk --upload
4) provision virt node
5) spawn vms (fuel2 env spawn-vms <env-id>)
6) wait for VMs to comes up
7) deploy virt node
