This happened when I tried to install unity-webapps-service after a forced an upgrade to Wily with sudo do-release-upgrade -d

Unity Tweak Tool required unity-webapps-service to start.
unity-webapps-service wasn't possible to install as there was a dependency
on libunity9:i386. However libunity9:i386 wasn't possible to install as the
version was different from the installed libunity9.
I fixed the problem by downloading the correct version
(libunity9_7.1.4+15.10.20151002-0ubuntu1_i386.deb), from launchpad
and installed it.

After an update of Wily before 14/12 Unity Tweak Tool didn't start, but
after installation of these packages Unity Tweak Tool started OK.
Installed the following packages:
