Ring size inside guest Os is limited to 3,5 inspite of having 20 processors assigned

Bug Description

Steps to reproduce issue:

1. Post Ubuntu 14.04 install, install the required files for running virt-manager
2. Enable SRIOV on the machine
3. Via virt-manager, create VM on the machine
4. create 4 VFs from the physical function on the machine
4. Add 1 VF to the created Vm , 20 processors and 5gb memory
5. Boot guest OS
6. execute command ethtool -l <if>
