There is no distinguishing between wrong credentials and server error on login page

For all the cases there is message "Unable to log in". Let's create a separate message for wrong credentials

    If keystone responds with 401 during login, more specific
    message will be shown

We should make "unable to log on" more explicit to the fact that the Fuel Master is not yet fully operational - I didn't realize that was the reasoning and making the credential failure more explicit still wouldn't help me. If I got "unable to log in" I would assume (wrongly) that it was a credentials issue.
