[validation tool] '--log-level key' has no effect

Bug Description

Mirantis Validation Tool doesn't write log during cluster deployment. There is log file 'certification.log' but it's empty even when using '--log-level DEBUG'. Please fix it.

The cause of the miss-working with logs is wrong values in the configuration file
certification_tool/configs/logging.cfg

Section certification was re-named to validation and currently logger write to "none"
