Bug Description
ENVIRONMENT: devstack(
STEPS TO REPRODUCE:
1. Create Storm cluster (all services on 1 node)
2. Wait while cluster go to "Active" state
EXPECTED RESULT:
Storm Web UI available
ACTUAL RESULT:
Storm Web UI unavailable (timeout error)
