cinderclient 1.2.* have broken version discovery, put this in release notes

Version discovery was found to break deployments using proxies, so it was reverted.
This was introduced in python-cinderclient 1.2.0, persisted in 1.2.1 and 1.2.2, and reverted in 1.3.0
The 1.2.? versions should make note of this in the release notes and docs generated from release notes to warn the user of this.
