Bug Description

There are some multi-byte apostrophe(’) in "openstack-ops/ch_arch_scaling.xml" and "openstack-ops/ch_ops_projects_users.xml".
It occurs character corruption.

for example:

  This apostrophe is multi-byte code and should be fix to single-byte code.
