bundle coordinates aren't honored if juju-gui is opened before deployment completed

When I deploy a bundle I have to wait until it's complete before opening juju-gui, otherwise I get an ugly layout that ignores the gui coordinates for some reason.

Thanks for the bug report. Can you provide the bundle you used when you saw the problem?

Also, can you provide instructions on how to reproduce the issue? Where you using juju-quickstart or the juju deployer directly?

Hi Brad, I spoke with Jorge C. yesterday and he kind of explained the problem to me but I'm glad give you reproduction steps:

1) deploy juju-gui
2) deploy the cs:bundle/openstack-base-36 bundle via the gui
3) watch the deployment layout (during a demo it drops new services in the lower left serially ...)

clean the env

4) deploy the same bundle via juju-deployer or similar
5) wait for it to complete
6) deploy juju-gui and compare the layouts
