Neutron DBDeadLock during network deletion

It was reproduced on Fuel CI: https://ci.fuel-infra.org/job/master.fuel-library.pkgs.ubuntu.neutron_vlan_ha/1520/console.
DBDeadlock happened during OSTF test in operation of deleting network.

To give the estimates on the impact: the same test failed 3 times out of 20 consequent runs

Liberty code is not indeed liberty in our repos, the last commit is September 1, while there were a lot of fixes after this. It's a bit early to file bugs on test failures on Liberty ISO!

In case of failure from comment #1 - this is the fix: https://review.openstack.org/212110 which was merged on Sep 7 and is not in our repos yet.
