snat: redundant netns instances got launched upon creating LRs in a tight loop

Bug Description

Was creating 10 LRs in a loop and ended up having 22 netns instances (2 addtn netns instances)

Would be better if there were notice log messages when a netns instance gets launched/deleted with vrouter info and service-instance info.

Redundant netns instances created

Redundant netns instances are created during scale tests when
launching a number of logical-routers in a loop. This is caused
by the delay in cache update from rabbit. Added a forced cache
update to reflect the correct backend db state.
