designate-zone-manager was not packaged as part of liberty, but is a required part of Designate.

Thank you for taking the time to report this bug and helping to make Ubuntu better. A fix has been committed to designate version 1:1.0.0~rc2-0ubuntu1, and is currently available in the proposed pocket of the liberty cloud archive.
