[workflows] after submitting workflow, you can not correct faulty parameters

Bug Description

e.g when creating a network, after submitting the workflow, it either works, or you'll get a error back. Unfortunately, one can not correct inputs and one has to provide all data again.

This is most annoying in stacks creation or with create network.

In Create Network, this is caused by the Subnet creation failing.

As of Stein master, this issue seems not to exist.
I entered a wrong subnet CIDR like 10.56.133.300/24 and clicked "Next" button.
the error message was shown with the inputs and I can modify the wrong input.
