Bluetooth keyboard layout not the same as built-in keyboard

Bug Description

When using a Deltaco TB-135 foldable bluetooth keyboard with a Meizu MX4 Ubuntu Edition (OTA-6), only the basic keys work as expected. The letters a-z and the digits work as expected, but most other keys don't. For example, the '+' key produces a '-' on the screen (see attached file).

When logging in via ssh from another computer, the keyboard works as expected, i.e. the behaviour is the same as when using the built-in keyboard.

Language and locale are set to Swedish:

The TB-135 keyboard can be set to one of three different modes: Android, Win & iOS. I have mostly used Android because I have been unable to connect the the phone using the other two.

Pairing between the MX4 and the BT keyboard works fine.

The ubuntu-keyboard package only controls the OSK, so I've reassigned this to system-settings where I assume settings for physical keyboards will be handled
