Bug Description

There is no way to give an Ubuntu machine to my little cousin and ensure his safety like I can with a Windows or Mac OS one.

I posed a now-long-standing question on Ask Ubuntu and SoftwareRecs.SE which outlines all my requirements for a parental control mechanism. This question has had bounty offered, but was never answered, which eventually led me here:

Cannot figure out how to assign a package, since this is what I consider to be a fundamental OS issue, and is present in ALL versions of Ubuntu, from 4.10 to 15.10.

All hands to raising this. Timekpr is not available via Software Center and is not a proper parental controls App. If Ubuntu wants to mature into a proper alternative for existing OS, developing a parental control app is a 'must have'.
