Bug Description

Some change upstream broke ansible 2.0 in the kolla_ansible container. We shouldn't be cloning from master anymore now that there is a tag we can fetch.

    Lock down ansible version

    We can lock down to this alpha version as long as it works once. That
    is the value of building an image here. We likely won't run into any
    bugs if we can deploy from this tag at least once.
