[LMA] wait_for_rabbitmq always failed to connect to rabbitmq if a socket error occurs

Bug Description

If a socket error occurred in /usr/local/bin/wait_for_rabbitmq, the script is waiting 30s and retry. The problem is that it is using the same socket for the retry and so it always failed.

We need to modify the script to create a new socket for each try.

The current workaround is to restart LMA.
