Tempest failure ( Brocade plugin)

Bug Description

The instances where the tempest failure is happening is as below.

1) The plugin is not entertaining the network creation apart from VLAN network. It is raising exception. For example, flat network.
2) The return type for the API "add_router_interface" is a boolean, which needs to be a dictionary object.
3) "create_dhcp_port" is ending with time out.

Please note that the problems are seen only on brocade plugin for "Kilo" release.
