Bug Description

DESCRIPTION:
Ota 6 accurately positions me on the wednesfield road in rc-proposed it is positioning me in Mount Road this is approximately 11 miles across town.

STEPS:
1. install rc-proposed
2. Open locations or pull down on the nearby scope

EXPECTED:
I expect rc-proposed to match ota6

ACTUAL:
The positioning is approximately 11 miles out

Hi Dave, I wonder if you would be able to collect more logs?

Edit /etc/init/ubuntu-espoo-service.conf and /etc/init/ubuntu-location-service.override and change the start sequence to add some env vars:
    export GLOG_v=200
    export GLOG_logtostderr=1
before the exec. Reboot, and start the app. You should have some log files under /var/log/upstart/ubuntu-espoo-service.log and /var/log/upstart/ubuntu-location-service.log
