Bug Description

Fuel Setup should include all values in the bundled settings.yaml when running saveonly mode.

    Fix creation of astute.yaml if deleted

    astute.yaml now saves correctly if deleted
    by loading settings.yaml for saveonly mode.

    Fixed handling of missing or empty
    astute.yaml on load.
