Update cliff and oslo in the mirror

In order to be compatible with Kilo's Global requirements list cliff must be cliff>=1.10.0,<1.11.0 and oslo.i18n must be oslo.i18n>=1.5.0,<1.6.0.

High priority because it blocks other High priority bug #1499659

There will be no CentOS packages in 8.0.

Master node utilizes Cent OS as its operating system. If there's no RPM packages for Fuel Client, it won't be built and therefore ISO build will be broken.

Folks, you are speaking about kilo, but bug targets liberty. Liberty packages at present moment could be obtained from here - http://perestroika-repo-tst.infra.mirantis.net/mos-repos/centos/mos-master-centos7/os/x86_64/Packages/

Igor, I need to merge my changes and not break the current ISO with Centos 6 and Kilo I cannot wait until Liberty and Centos 7 is implemented.

Backporting Liberty parts into centos6 Kilo is not reasonable and could take few weeks.

It is ready for ~90% and hopefully we will finish it till half of next week.
