no titlebars when select visual effects

Bug Description

When selecting any type of visual effects, the titlebars of any window dissapear.
i'm using 64bit gutsy beta (upgrade from feisty), with ati radeon 9550.
Also i've noticed that when opening programs, that yellow border that shows the program opening moves really slow.

things that may be useful/that i've tried.

I'm here because all my Window title bars disappeared for no reason... during an otherwise normal X session.
They come back if I run in a shell:
gtk-window-decorator
This is with Ubuntu 11.04
