Bug Description

It seems that config-external.sh has been removed, but Dockerfile.j2 is not updated.

ERROR:__main__:haproxy:Error'd with the following message
ERROR:__main__:haproxy:config-external.sh: no such file or directory
INFO:__main__:Successfully built images
INFO:__main__:=========================
INFO:__main__:base
INFO:__main__:Images that failed to build
INFO:__main__:===========================
ERROR:__main__:haproxy Failed with status: error

This is a problem that has been fixed in this commit:

However there are still lingering issues that are addressed in a few other commits, this one for example.
