Bug Description

provide a configuration flag to disable flow collection from vrouter

this is an interim workaround till we have flow sampling support which will give the ability to set the sampling rate to anything

Adding a config flag that controls ability to send flow samples
from vrouter to collector. When disable_flow_collection flag is
set, vrouter will not send flow samples to collector.

fix doesn't apply to 3.0, as flow sampling will provide ability to disable flow sample collection...
