Not clear UX when dealing with long list of settings groups

Bug Description

When you have a long list of settings group, introduced by plugins for example, it's not clear what to do,as the firts thing you see - is white screen. http://take.ms/ABXkr

The suggestion is to scroll up when clicking some setting form the bottom setting group.

Number of setting groups is sufficiently decreased in current master. Please consider an attached screenshot.
