Need to retry when deploying on failure.

Bug Description

When deploying many nodes at the same time sometimes a deployment fails (either due to pxe timeout or a networking delay or hardware glitch). Instead of MaaS failing a deployment and going into a permanent "Deployment Failed" state it needs to retry the deployment.

On a related note, it would be nice if a "Retry deployment" action were available to the user, once MAAS has given up. Currently I need to release the node, or mark it broken and then fixed, in order for the option to deploy to become available again.
