os-brick.filters rootwrap file has typo in vgc-cluster

Bug Description

The OS-brick filters file added in Change ID: I2b1e657b87c7b27548200a20b991f34c3413c24b has a typo in the last element.

It includes a filter for "vg*s*-cluster", but the actual HGST cluster management command is "vg*c*-cluster". The file needs to be updates in the two spots to correct this to allow users of the file to execute the 3rd party command.
