[devops] Broken links in PDF versions of docs when a different docset is linked

Bug Description

Internal documentation references are broken in the PDF versions.

e.g. pick any PDF version at https://docs.mirantis.com/fuel/fuel-master/#downloads

Click any ref link in the doc -- it will bring you up to the top of the document instead linking to a proper section in the doc.

e.g.

1. Go to https://docs.mirantis.com/fuel/fuel-master/pdf/Mirantis-OpenStack-6.1-UserGuide.pdf
2. On Page 26 click "Choose Network Topology" in "Five network topologies are supported; see Choose Network Topology."
3. This will bring you to the top of the document instead of opening a proper section

compare to the html version:

e.g.

1. Go to https://docs.mirantis.com/fuel/fuel-master/user-guide.html#user-guide
2. CTRL-F for "Five network topologies are supported; see Choose Network Topology." and click the link
3. This will bring you to the proper section.

Note that the issue is only with linking to a different book/docset.

Linking chapters to chapters within one book/docset works fine. e.g.

1. Go to https://docs.mirantis.com/fuel/fuel-master/pdf/Mirantis-OpenStack-6.1-UserGuide.pdf
2. On Page 2 click "Upgrading and Updating from Earlier Releases" in "If you already have a deployed Fuel Master Node based on version 5.x or 6.0, go to Upgrading and Updating from Earlier Releases for instructions on upgrading to Fuel 6.1 and updating your existing OpenStack distribution to use the latest maintenance release of Mirantis OpenStack. "
3. Works fine and brings you to the proper section.

Is there any good solution to this?

It mostly looks like you're using unspecified references within rst docs.
