GET /v1/cas/{CA_ID}/projects returns internal project IDs

GET /v1/cas/{CA_ID}/projects returns a list of internal project IDs.
It should return a list of external project IDs.

    CAs should return the external project ID

    Change GET /v1/cas/{CA_ID}/projects to return the external id, not the
    primary key of the projects table.
