We need to define upgrades and upgrade chain tests for Fuel 8.0 and implement them as a part of the swarm

Create 8.0 product ci jobs
- copy 7.0
- remove staging jobs
- fix version ids
- disable timers
- disable upgrades, we will fix them in a separate bug (see related-bug)
- switch 7.0 upgrade chain to versioned template
- switch ISO build to USE_MIRROR=none and fixed mirror roots
- apply changes from 7.0 to 8.0_swarm
