Bug Description

Let's set [DEFAULT]enable_batch_provisioning=true in sahara.conf by default.
At least it helps to avoid this issue https://bugs.launchpad.net/mos/+bug/1497211

Not affects 8.0 because in Liberty we use Heat engine

Enable batch provisioning by default

It's should True by default to better work on
large deployments.
