Addresses logged by apiaddressupdater aren't accurate

The apiaddressupdater worker logs the API addresses it has written to the config but these aren't accurate because SetAPIHostPorts performs further filtering of the addresses. This is confusing and can make troubleshooting more difficult than it needs to be.

SetAPIHostPorts should return the filtered list of addresses and apiaddressupdater should log those. Also check for other places that call SetAPIHostPorts.
