auth_token plugin options don't show in generated configs

Bug Description

The auth_plugin common options 'auth_plugin' and 'auth_section' are registered in the global CONF object, however they are not in the list function that oslo.config uses to generate sample config files. This means that they don't turn up in the sample config files that other projects generate.

    Ensure auth_plugin options are in generated CONF
