VNF creation failed (stuck in pending create) should be handled by tacker properly

Bug Description

vnf create failed and stuck in PENDING_CREATE state. The failure is caused because of nova, but this should be handled properly by tacker and change vnf state as Aborted/Error instead of pending create.

Looks nova -> neutron vif_binding failed causing heat-create to fail.

Fixes VNF state being stuck in PENDING_CREATE

    This commit fixes the issue where the VNF state is stuck in
    PENDING_CREATE instead of ERROR when a VM fails to be created as
    part of VNF creation.
