Increase timeout for nodes to get online state in add_node_after_upgrade_neutron_ceph

Bug Description

add_node_after_upgrade_neutron_ceph and all upgrade tests with stop deployment - default 4 minutes for nodes to get online state after stop is not enough .

https://github.com/stackforge/fuel-qa/blob/stable/7.0/fuelweb_test/tests/tests_upgrade/test_upgrade.py#L1137 - we need to add timeout= 6 * 60 here and in all similar upgrade tests with stop deployment
