neutron-fwaas check_migartion fails

neutron-fwaas check-miration fails with the following error:

    Fix check_migration error

    - The head revision of expand branch in HEADS was incorrect.
    - The contents of HEADS file should be in alphabetical order.

    Also enable check_migration in pep8 check.
