Bug Description
The backups restore command won't create a new bootstrap on GCE when using the '-b' switch
Running the following against a GCE cloud with juju 1.24.5
juju --debug backups restore -b --file=
gives:
2015-09-15 15:30:06 ERROR cannot determine state server instances: environment is not bootstrapped
2015-09-15 15:30:06 INFO juju.cmd supercommand.go:436 command finished
