Tray icons do not load on first boot

Bug Description
Using Kubuntu Wily 64bit. On first boot, volume control icon and/or network icon does not load in system tray - blank spaces where they should be. Icons are re-instated with restart of plasmashell. Sometimes, two restarts are required to get all icons to load. Network and sound both work OK without the icons.
Expected: icons load in system tray on boot
Happens: blank spaces for volume control and/or network icons
