keystone-manage and keystone-all man pages incorrect versions/dates

The manpages for keystone-manage and keystone-all still refer to older versions and release dates.

The keystone-manage man page lists version as 2015.1 and date of 2015-10-15.
The keystone-all man page lists version as 2014.2 and date of 2014-10-16. This is a Juno date, so there should probably also be a cherry-pick fix in Kilo.

    Update man pages with liberty version and dates

    Both keystone-all and keystone-manage listed out-dated versions
    and dates. This patch bumps the version to 8.0.0 and the release
    date of 10-15-15 according to:
