Need to move all UI-related tests to verify-fuel-web-ui job and remove CasperJS tests

We need to:
1. Move all UI-related tests (linting, unit tests, functional tests) to a separate job
2. Remove old CasperJS test suites and replace them with Intern tests suites (available via --ui-func key, not by --ui-selenium as it is done now)
3. Make verify-fuel-web-ui job voting

    [Intern] Casper tests replaced with Intern

    Intern-based test suites are quite complete and stable and
    should be used instead of outdated CasperJS-based suites.
