db upgrade fails if not all app versions has been installed

Bug Description
Only the last DB upgrade procedure will be performed. If not all published apps versions has been installed the DB upgrade will most probably fail.
As a work around DB can be reset from the Setup page. This will recreate website table and reset also all customized apps. But unfortunately DB reset action do not persist DB version information.
