failed network verification for the env with the one controller and nova-flat

Bug Description

Network verification is failed with the next error:

 ERROR: Unable to fetch url 'http://cz.archive.ubuntu.com/ubuntu/', error 'execution expired'. Please verify node connectivity to this URL, or remove it from the settings page if it is invalid. on node node-3.test.domain.local

The env:
Controller
Network type: nova-network Flat DHCP with settings:
public network: 172.16.0.0/24
private(VM) network: tag should be set to 103
management network: 172.16.1.0/24

Controller interfaces mapping:
Add a node with controller role
Interfaces on slaves should be setup this way in Fuel interface:
eth0 - admin(PXE)
eth1 - public
eth2 - management
eth3 - VM(Fixed) ID:103
eth4 - storage

vmware settings:

Availability zone: vcenter

I can't reproduce this issue. Most likely, it was a temporary problem with the Internet on labs.

I would like to remind you that pass the "Verify Networks" on one node of a will not work. You will see a message:

"Verification failed.
At least two online nodes are required to be in the environment for network verification."

I marked this bug as a Invalid.
