Bug Description

Vrouter module is not working after upgrade to latest Ubuntu upstream kernel.
The module can be build with DKMS, loaded into kernel, but is not functioning, observing no connectivity via vhost0 interface.

Kernel version: 3.13.0-63-generic
OpenContrail version: R2.20

Downgrading the kernel to 3.13.0-62-generic with rebuilding the affected module resolves the issue.

Explicitly bring up the interfaces used for RPS/GRO

In the ubuntu version of 3.13.0 (-63, onwards), packets are dropped by
the kernel if the incoming interface is not up (a possibility with
virtual interfaces). So, explicitly bring those interfaces up.
