DM: use bgp-router address as tunnel source if data plane ip is not configured

Bug Description

DM does not generate dynamic GRE configuration stanza if the physical
router data plane ip address is not configured. In most cases, data plane
ip would be same as the bgp-router address, so it would make sense to
use the bgp-router address as the tunnel source if the data plane ip is
not explicitly configured.
