it is not possible to delete Glance image

ENV: mos-70 build 288,
Total Nodes: 5, Controller: 3, Compute+Storage(Ceph OSD for all): 2, Neutron with VLAN segmentation

Steps to reproduce:

1. Download any image to your own host.
2. Log into OpenStack Horizon dashboard as admin user.
3. Navigate to Project > Compute > Images
4. Click on ‘Create Image’ button.
5. Set Image name = ‘New_vm_test’, provide Image source = ‘Image File’, select prepared image in file browser, select image format and click on ‘Create Image’ button.
6. Navigate to Project > Compute > Images and verify that image exists in list.
7. Trigger Check in front of image record and click on ‘Delete Images’ button.
8. Verify that image don’t exist in list.

Error: You are not allowed to delete image: new_vm_test

Hi! In this version there was an issue in glance config, that has been already fixed. https://review.openstack.org/#/c/221409/

Please, try to verify it on any newer version to make sure, that this bug doesn't occur.

It's expected to be in the next, 289th iso.

Okay, according to Timur Nurlygayanov's words, the Glance fix is going to be in RC3 (ISO 289), so please recheck this issue on this ISO.

If the Glance issue is still present, the file /etc/glance/glance-api.conf on controller code will contain setting `use_user_token` set to `False`.

Yes, by the way, commenting this setting out and restarting glance-api service solves this issue for me (of course, you'll to create a new image for the changes to take effect on it).

just noticed the version of the image, you are using an older version of the image, fixed on RC4 (#301)
