Please upgrade hamlib to hamlib 3

Bug Description

The hamlib libraries are unopdated, this needs to be fixed.
The newest version is here:

Actually could we package up the 3.1 series, which has a lot of new fixes, and support for the newer ICOM radios

A few hours ago the Hamlib 3.1 had been uploaded to Debian repository. Looks like Ubuntu also uses it:
https://launchpad.net/ubuntu/+source/hamlib. As I see, the current Ubuntu version use the Hamlib 3.0.

May be you could close this issue.

As mentioned in the comment above, Ubuntu 17.04 contains hamlib 3.0.1-1build1, while the upcoming 17.10 will have 3.1-6. I therefore believe this can be marked as fixed.

If you need a newer version of the library in a previous versions of Ubuntu, please follow the instructions for "Requesting a Backport" at https://wiki.ubuntu.com/UbuntuBackports#Requesting_a_Backport.
