The title and the description is inconsistent

Manual:http://developer.openstack.org/api-ref-telemetry-v2.html#createMeter

The api title is "Create meter", but the description is "Posts list of samples to Telemetry."
I think this api is used to add a list of samples to a specified meter, so the description should be changed like this:

Add a list of samples to a specified meter.

suggestion: Adds a list of samples to the specified meter, by meter name.

And also for "List samples for meter". For this change as "Lists samples for a specified meter, by meter name
