[LMA] The collector fails to start because RabbitMQ doesn't listen on 127.0.0.1 anymore

Bug Description

Some of our LMA plugins are using 127.0.0.1 to connect to RabbitMQ to get information. It is also the case for the python script /usr/local/bin/wait_for_rabbitmq from stable/0.7 that tests if RabbitMQ is available. Tested with fuel-community-7.0-139-2015-09-08_05-24-09, RabbitMQ is now listenning only on management network. It prevents LMA to start on controller nodes.
